powercap: intel_rapl: Use GENMASK() and BIT() macros

Replace hardcoded bitmasks and bit shift operations with standard
GENMASK(), GENMASK_ULL(), BIT(), and BIT_ULL() macros for better
readability and to follow kernel coding conventions.

No functional changes.
