* tests/atgeneral.m4: Updated.
(AT_CASE): new macro.
(AT_CHECK): Use it.  Don't changequote for patsubst, there is no
need.
* tests/syntax.m4 (TEST_MACRO): Don't run AC_ARG_VAR.

Use AT_CASE.
