Function cleanup.

* lib/autotest/general.m4 (_AT_CREATE_DEBUGGING_SCRIPT): Convert
from m4 macro...
(AT_INIT) <at_func_create_debugging_script>: ...to shell
function.
(AT_INIT): Defer function declarations until after --help,
--version.  Format functions consistently, trying to fit in 80
columns.
(TEST_FUNCTIONS): Based on recent changes, rename...
(TEST_GROUPS): ...to this.
