* acgeneral.m4 (AC_PROVIDE_IF): Rename as...
(AC_PROVIDE_IFELSE): this.  Change all callers.
Spread the use of AC_PROVIDE_IFELSE, no macro should know how
AC_PROVIDE names its internal variables.
