Test shorter resolver-query-timeout configuration

Add two new checks which test the shorter than usual
resolver-query-timeout configuration.

bin/tests/system/resolver/ans3/ans.pl		diff \| blob \| blame \| history
bin/tests/system/resolver/ns1/named.conf.in		diff \| blob \| blame \| history
bin/tests/system/resolver/tests.sh		diff \| blob \| blame \| history
