libxml2: update to 2.15.3

Update to latest release. new maintainer upstream didn't make changelog, so see https://gitlab.gnome.org/GNOME/libxml2/-/commits/2.15?ref_type=heads for commits betwwen 2.15.1 and 2.15.3
