Reenable CI tests for MSVC (#2356)

Reenable CI tests for MSVC (#2356)

These were disabled when migrating from Cirrus CI. Let's enable them for
github workflows, disable any failing tests on this configuration and
leave TODO notes to fix them.

This was the only failure that I found:
