updated for version 7.4.198
Problem:    Can't build Vim with Perl when -Dusethreads is not specified for
            building Perl, and building Vim with --enable-perlinterp=dynamic.
Solution:   Adjust #ifdefs. (Yasuhiro Matsumoto)
