dns: Enable dnsserver_common install when not ad dc

dnsserver_common is enabled without the ad-dc to
prevent imports from failing when samba-tool is
called where the ad-dc was not built. The
server-side dns code is used in the client when
we do direct LDAP modification of DNS records.
