vcpkg-ports/pkcs11-helper: bump to release 1.28

This release has merged openssl 1.1.1 support patch,
so our own patch could be removed from the port.

Remove unconditional /release flag, which is added by vcpkg
for release builds. Having this flag unconditionally breaks vcpkg
debug builds.
