automake: Ensure that LIBOBJ_DIR builddir is created

* t/libobj-no-dependency-tracking.sh: New test reproducing the issue
described in automake bug#27781.
* t/list-of-tests.mk (handwritten_TESTS, XFAIL_TESTS): Add it.
