libtool: replace some references to /usr/bin/file and /bin/sh

* build-aux/ltmain.sh: use '/usr/bin/env sh' in shebang
* libtoolize.in: use '/usr/bin/env sh' in shebang
* m4/libtool.m4: 'FILECMD' to replace use of '/usr/bin/file'
