RISC-V: KVM: Fix ebreak self test failure

The ebreak self test enables/disables guest debugging as a part of the
test. However the KVM_SET_GUEST_DEBUG ioctl doesn't actually do it.
Fixing it by calling kvm_riscv_vcpu_config_guest_debug.
