- Leave Precision Time Measurement disabled until a driver enables it to
  avoid PCIe errors (Mika Westerberg)

* pci/ptm:
  PCI/PTM: Do not enable PTM automatically for Root and Switch Upstream Ports
  PCI/PTM: Drop pci_enable_ptm() granularity parameter
