debian: don't build with libarchive on mips64el

The libarchive functionality in "mke2fs -d foo.tar" is breaking the
regression test[1].  Since this is working everywhere _except_
mips64el, as a short-term workaround disable libarchive support on
this platform until it can be fixed.
