curl: Update to version 8.10.0
- Update from vesion 8.9.1 to 8.10.0
- Update of rootfile
- In previous versions if libpsl was not found then the build excluded it. Now it needs
to be explicitly disabled otherwise the build will stop with a warning that it could
not be found.
