sdl2: Update to version 2.26.4

- Update from version 2.26.2 to 2.26.4
- Update of rootfile

    Fixed relative mouse motion over remote desktop on Windows
    Fixed using older game controller mappings on Linux

    Fixed infinite loop shutting down WGI controllers
