lib: add FSCONFIG_CMD_CREATE_EXCL

* add FSCONFIG_CMD_CREATE_EXCL to mount-api-utils.h

* (like libc) define FSCONFIG_ macros to be usable for #ifdefs

* add fallback for FSCONFIG_CMD_CREATE_EXCL as fsconfig_command enum
  in system headers may be without the flag
