debian: House-keep for Lintian

Lintian is reporting some small house-keeping tasks.
This commit pulls all of those in at the same time.

* W: build-depends-on-obsolete-package
  * Build-Depends: pkg-config => pkgconf
* W: spelling-error-in-changelog
  * Explicitely Explicitly
  * endianess endianness
* P: redundant-priority-optional-field
* P: redundant-rules-requires-root-no-field
