perl: Use absolute paths for opening database

This makes distcheck happy which runs the build in a different
directory from the source directory.

Instead of stopping when we find the largest network that
matches, we will have to go as deep as we can and then
check all networks on the way from the bottom up.

nodes in it that waste a lot of memory, we encode the
