Subject: [PATCH] sata_via: load DEVICE register when CTL changes
References: bnc#441718

VIA controllers clear DEVICE register when IEN changes.  Make sure
DEVICE is updated along with CTL.

This change is separated from Joseph Chan's larger patch.
