ARM: uniphier: drop ifdef in ddrphy-regs.h

The ifdef conditionals in header files prevent us from multi-SoC
support in a single U-Boot image.  Detect SoC specific parameters
run-time rather than define them statically with an ifdef in
ddrphy-regs.h.
